I've tried admin, I've tried setting permissions, I've tried installing on the C drive, Re-Installing Steam, Re-Downloaded 3 times, Verfied the Cache many many times. Found a log within the Cities Skylines install folder which says Critical Error: DragonSlayer does not own this game. Yet I've been forced to play this on my HTPC (not comfortable at all) at it works fine. Both are 64bit Windows 8.1. Looked on the offical dev forums and others have same issue with no fix yet found:( Its like the games assets are not loading as both start new game and load are both greyed out and I cannot create maps and stuff as no data is avaliable. It seems to be some sort of check against your Steam account. Is your Steam offline when you try to use it or is it somehow bugged? Because you do own the game according to your inventory. Steam is online, nothing out of the ordinary but its bugged. I've even tried copying the game data from the PC that works fine at it still does not work. Fresh Steam install and Steam verifies I have all of the data via a cache check. I'm just not seeing why it would affect one PC like this using the same profile, OS, similar PC specs (the desktop is far more powerful than the HTPC it works on) & same game data. Check if you have this folder: C: Users YOURUSERNAME AppData Local Colossal Order (copypaste at least this much 'C: Users YOURUSERNAME AppData ' to your windows explorer address bar to get past the hidden AppData folder which won't show otherwise. Replace C if that's not your win install drive.) New game and load game being grayed out should happen only if gamesettings.cgs (this file is in C: Users YOURUSERNAME AppData Local Colossal Order CitiesSkyline ) is empty, and if the game isn't allowed to write there. + Start the game as admin.

Just go to the exe properties, compatibility and set run as admin. Then it should prompt when you start it from Steam.

I tested that one out and it does prompt for admin and goes into the game. Dunno if it fixes your problem. I'm at my wits end, but will return if I run into a solution while browsing around.
